Ms. Bender is an industrial engineer who has over 30 years of experience in operations and facility capacity analyses, conceptual design, and expansion planning. She is a co-founder and co-owner of TransSolutions, where she was instrumental in establishing the airport landside consulting practice including airport security and baggage systems, terminal and passenger flow analysis, and airport curbside and roadway systems. In addition to her work at hundreds of airports worldwide, her projects also include supporting the redevelopment of the New York World Trade Center, estimating viewership for CNN Airport Network, and recommending enhancements to the computerized maintenance management system used by the US Navy.
Since 2009, she has championed development of the Operations Excellence Consulting practice using TransSolutions’ strong advanced analytics and modeling capabilities to assist public and private sector clients to improve operational results and increase profitability. Ms. Bender currently serves projects as the Principal-in-charge, responsible for accomplishing project objectives with the highest technical quality within schedule and budget constraints.
Ms. Bender actively supports the Airport Cooperative Research Program (ACRP) and has served as a research panel chair, a research contributor on four projects, and was the Principal Investigator for Report 55: Passenger Level of Service and Spatial Planning for Airport Terminals. The project established passenger space allocation guidelines based on level-of-service measures developed from data collected at a sample of seven North American airports. In January 2016, Ms. Bender was appointed by the Secretary of the Department of Transportation to serve on the ACRP Oversight Committee.
Ms. Bender holds both an M.S. and B.S. in Industrial Engineering from the University of Texas at Arlington. She is a Fellow in the Institute of Industrial Engineers, a Member of the Council of Industrial Engineers, former Chair of the Airports Council International – North American World Business Partners Board and lectures at the UC Berkeley Airport Planning Conference.
Since 2013, Ms. Bender has also been a member of the Transportation Security Administration Planning Guidelines and Planning Standards (PGDS) Industry Working Group (IWG).

The rate of passenger screening at US airports this summer has received significant focus by the media as a result of the strongest growth in US air passenger traffic since 9/11 occurring at the same time as reduced TSA screener funding. Shortly after the Transportation Security Administration (TSA) took over responsibility for screening all passengers and their carry-on baggage at 450+ US commercial service airports, an aviation industry expert commented that the problem is not a security problem but an industrial engineering problem.
